Eligibility criteria, in full

Your CNIC result comes from a PMT (Poverty Means Test) score calculated from your NSER household survey — not a manual decision. Here’s what actually feeds that score.

Who typically qualifies

  • Household PMT score below the poverty cut-off set for your district
  • Woman is the listed head of household, or primary caregiver
  • No adult member in the household holds a government job or pension
  • Family does not own more than 1 motorcycle, no car, and limited landholding
  • Priority given to widows, divorced women, and households with a disabled member

What usually disqualifies a household

  • Any family member is a filer with taxable income above the threshold
  • Household owns agricultural land above the district-specific limit
  • A member already receives a conflicting government salary or pension
  • CNIC details don’t match NADRA’s biometric record (needs correction first)
  • Household was already surveyed as “not poor” in the latest NSER round

Documents you’ll need at a payment point

  • Original CNIC (not a photocopy) — must be unexpired
  • Registered mobile number linked to your CNIC, for the SMS confirmation
  • Your fingerprint for biometric matching (no PIN or password needed)
  • For Taleemi Wazaif: the child’s B-Form and current school enrolment slip
What is a PMT score? The Poverty Means Test converts your NSER survey answers — housing type, assets, household size, income sources — into a single number. Districts set their own cut-off, so two households with similar income can get different results if they’re in different regions. A re-survey is the only way to update your score.
Start to finish

What actually happens after you check

The lookup is instant — collecting a payment, if eligible, has its own sequence worth knowing in advance.

Run the CNIC check

Get one of three results: Eligible, Not Eligible, or Under Verification.

If eligible, note your amount

Rs 14,500 is released for collection once your quarter opens.

Visit a payment point

Bring your original CNIC to an HBL Konnect point or designated ATM.

Biometric verification

Your fingerprint is matched against NADRA before cash is released.

If under verification

No action needed — BISP is cross-checking your household with NADRA.

If not eligible

You can request a re-survey at your nearest Tehsil BISP office.

The scam almost never comes from BISP itself

Most complaints BISP receives aren’t about the program — they’re about people impersonating it. A few facts stop most of these cold:

  • BISP charges nothing to register, check eligibility, or process a payment — ever.
  • Real BISP staff never ask for your CNIC photo or OTP over WhatsApp.
  • Payment only happens in person, with a fingerprint match, at a designated point.
  • The only official SMS short-code is 8171 — not a personal mobile number.
